HR (HUMAN RESOURCES) POLICIES & STANDARD OPERATING PROCEDURES

1. Purpose

The purpose of this HR Policy and SOP framework is to establish a consistent, transparent, compliant, and documented system for managing employees throughout their employment lifecycle. The system shall ensure that personnel are:

  • Qualified for their assigned responsibilities.
  • Adequately trained before performing GMP-related activities.
  • Aware of applicable company policies and procedures.
  • Medically fit for assigned duties where required.
  • Appropriately supervised.
  • Provided with suitable working conditions.
  • Evaluated periodically for performance and competency.
  • Managed in accordance with applicable labor, employment, safety, GMP, and data-protection requirements.

2. Scope

This policy applies to all employees, trainees, apprentices, consultants, contractors, temporary personnel, and other individuals working on behalf of the pharmaceutical organization, as applicable. It covers:

3. HR Governance Principles

The organization shall maintain the following principles:

3.1 Equal Opportunity

Employment decisions should be based on appropriate qualifications, experience, competency, performance, and organizational requirements.

3.2 Competency-Based Assignment

Personnel shall be assigned responsibilities appropriate to their education, experience, training, and demonstrated competency.

3.3 GMP Compliance

Personnel performing GMP activities shall receive appropriate training before independently performing those activities.

3.4 Documentation

HR activities affecting employee qualification, training, competency, or GMP compliance shall be appropriately documented.

3.5 Confidentiality

Employee personal information, company confidential information, product information, manufacturing information, and quality records shall be protected against unauthorized access or disclosure.

3.6 Non-Retaliation

Employees should be able to report quality, safety, ethical, or workplace concerns through appropriate channels without inappropriate retaliation.

4. HR Organization and Responsibilities

4.1 Head – Human Resources

Responsible for:

  • HR policy implementation.
  • Manpower planning.
  • Recruitment.
  • Employee records.
  • Compensation and benefits administration.
  • Attendance and leave management.
  • Employee relations.
  • Training coordination.
  • Performance management.
  • Separation formalities.
  • HR compliance.

4.2 Quality Assurance

QA shall be responsible for:

  • Reviewing GMP-related training requirements.
  • Approving GMP training programs where applicable.
  • Ensuring personnel qualification requirements are defined.
  • Reviewing training effectiveness where applicable.
  • Supporting investigation of personnel-related GMP events.
  • Ensuring applicable GMP requirements are incorporated into personnel systems.

4.3 Department Heads

Department Heads shall:

  • Define manpower requirements.
  • Define job responsibilities.
  • Identify competency requirements.
  • Ensure employees receive required training.
  • Evaluate employee performance.
  • Ensure personnel work within their authorized responsibilities.

4.4 Employees

Employees shall:

  • Follow applicable SOPs and policies.
  • Attend required training.
  • Maintain confidentiality.
  • Follow GMP and safety requirements.
  • Report quality, safety, or ethical concerns.
  • Maintain accurate records.
  • Perform assigned responsibilities only when appropriately qualified.
